Regions for filing Northwest Territories Routes

The four regions are based on drainage basins, primarily to minimise cross-listing.
Unfortunate consequences:
1. The Dease and the Kendall Rivers (almost always paddled together) are placed in different regions.
2. The Marian and the Camsell Rivers (often paddled together) are placed in different regions.
Corresponding reports will have to be cross-listed.

Arctic region
Coverage.
Mainland waters flowing into the Arctic Ocean (except the Mackenzie River and its tributaries), plus waters on the Arctic islands, plus coastal Routes.
