Same question every year that can be answered by just looking at the various Webcams sprinkled through the area that are looking over the water at various lakes

Even on a crappy day like today being overcast and rainy there's plenty of definition in the webcams when viewed at full screen to make out the water quite well , you don't have to be up at 9am or only when it's sunny since the webcams will show recorded images of the last 24 hours
This morning looking into Georgian Bay at PaB lookout (Pointe au Baril) you can clearly see
that there's too much ice for canoes and not enough to walk on
Much larger image , and at full screen even larger when viewed online

around which means that the smaller lakes are still covered in ice
Of course the next few days being sunny will have better images to look at
These are tools that have been implemented a long time ago and are useful
to view road conditions on an hourly basis as one travels throughout the north
part of Ontario both in winter and summer
