irfanview is a popular and handy tool.
I use Paintshop, some folks use Paint, it's all a matter of playing around with the program you choose, to get the hang of things. Always make a working copy of your photo to experiment on, though.
Also, be aware that reducing a pic of that size down to something small enough to be an avatar my severely reduce the quality of the photo. Once you've resized it down to 150 x 150, you'll be better able to judge if it's going to be recognizable.

To make any link appear as text in a post, you can use the url coding to work that magic.
Long explanation:

http://irfanview.com/to make the word "irfanview" the clickable link, type
[url=
before the actual url:

then type ] at the end of it.
type the text you want to appear as a clickable link next:
Irfanview
then type [/url]
and then type the rest of the text:
is a handy software program
You end up with text that is a clickable link:

To make it obvious in a paragraph that the text is a clickable link, an accepted method is to go blue, with all or part of the text that is the link:

A lot of time, people won't realize that certain words are links, if they aren't a different colour. Blue is a rather universally recognized colour for clickable links.
