Hi Paddle,
I have a bulga with the quick release toggle on the cam buckle.
In recent years I don't take the belt and just use the bag independent beanered to my deck and taken with me on a scout. The toggles have worked in other applications such as skirts on kayaks for us; they are a desired part of the suiside belts in C-1's I'm told

The cam bukles certainly work well as I use on for my lapbelt in my C1 ( as I don't like Gails wording "suiside belts" as that gives me bad thoughts when I'm in it. :( ). Thanks sweet heart! :D
That said..... I don't use a rescue belt any more, while wearing one on and off for a couple of seasons I found there wasn't a great benifit to having one on me. Now if I'm setting as safety or shore scouting I just grab the throw bag from the deck plate or bag cage of the boat. But more importaintly was the safety issue of having 50 -70 of rope stuck to my back...... as I said in my earlier post I could have died due to the rope peeling out and not being awear of it. As it doesn't mean anything having a quick release....... If in a matter of seconds you've been pulled under and from behind..... I don't believe you would react quick enough to pull the release and blow out if it.
Now in a situation ..... and I had such a situation, while swiming a rope across the river using my strong swimmer belt I never made the other side, the rope at that point started to pull me under...... I was awear of the reason why and I just pulled and blew out of the belt.

I have never worn a throw rope bag for the reasons that Al cites. While there may be circumstances where having a throw rope on your person is an advantage, I think the disadvantages outweigh those.
