I don't think that's accurate, at least with respect to Algonquin backcountry sites. Frontcountry sites, yes, work like that, but I'm pretty sure the "surplus" backcountry sites on some lakes in Algonquin cannot be booked whether in person or in advance, they exist in case someone gets blown off route and has to camp where they don't have a booking. (Or to offer some choice to the last person to arrive, I guess.) I'm not as sure about Killarney though I would have thought it was the same system... are you sure you weren't just benefiting from a last-minute cancellation in the backcountry?
